This can be done at the user-interface level with "TweakUI"–but not via a downloadable program, as it’s a function of the user interface, not the individual program(s). Unless you have direct access to the "victim’s" PC, I don’t think that you can do what you want.

Go to Start, then Run, enter, Regedit, hit OK Navigato HKEY_CLASSES_ROOTInkfile. Delete the IsShortcut registry value.
You may have to restart Windows XP

you must first have an icon with no shortcut symbol. simply right-click the file(shortcut), then click properties then click change icon. then browse it to your image/icon with no shortcut drawing.. it'll change! simply as that.. enjoy
