There were alot of idle, hungry, people. The crusades were a way to give them focus and get them out of town. Europe of the middle ages was not the Roman Empire part 2, it was Vandals and other warrior people, part 2. The crusades were, like the conquest of Rome, poor hungry people looking to rip off civilized, wealthy people.
To support his temporal power, Popes would declare crusades against their enemies just as a radical Islamist leader would issue a fatwa.
